Market Design & Resource Adequacy

Fostering Competitive Markets and Reliability

LAI has worked with RTOs, stakeholders, and policy makers on a broad range of market design and resource adequacy issues. We have advised utilities, state regulatory commissions, and other market participants on designing and improving wholesale power markets. Recently we have assisted ISO-NE in developing gas and oil accreditation proposals for the Resource Capacity Accreditation key project. We have also worked with RTOs and stakeholders with respect to defining auction demand curve parameters such as the Cost of New Entry.

LAI has participated in stakeholder committees at PJM, NYISO, and ISO-NE. We have provided detailed notes, conducted analysis of market design proposals, and created presentations for these meetings. LAI is experienced in reviewing tariffs, manuals, and other RTO materials to decipher complex market rules. We have helped investors, utilities, and policy makers weigh their roles in participating in these complex markets.

LAI's advisory services in this area include:

  • Deciphering arcane transmission tariff provisions and the functionality of new market mechanisms
  • Assessing the strategic implications associated with market conditions and regulatory developments
  • Identifying and evaluating cost effective resource options
  • Analyzing UCAP valuation considerations for various resource classes, including renewables
