Richard Levitan and Ellen Cool of LAI provided testimony before the Connecticut DPUC regarding the conduct and outcome of the wholesale power procurement conducted by United Illuminating and Connecticut Light and Power for Standard Service and Supplier of Last Resort Service. LAI also evaluated the cost-effectiveness of a financial option that would convey benefits to ratepayers in the event of a material decline in market energy prices after wholesale supply contracts were executed.
