The Connecticut Department of Public Utility Control selected three peaking generation projects that will be constructed and operate under long-term contracts with the state’s electric distribution companies. These projects are intended to meet the Connecticut’s current shortfall of locational forward reserves and provide other ratepayer benefits. Ellen Cool, Boris Shapiro, Michael Lints, Richard Levitan, and Jack Elder provided oral and written testimony before the Commission on the results of LAI’s evaluation of costs and benefits ascribable to portfolios of competing projects.
